Education Enrolment Management System for 190 Million Primary and Secondary School Students Will Be Interconnected Nationwide

From the Fall semester in 2013, enrolment management system for primary and secondary school students is expected to be interconnected nationwide. Each student will be assigned by the National Ministry of Education with a unique and lifelong enrolment number. The nationwide enrolment management system will also be interconnected with hukou (household registration) system under the National Ministry of Public Security. CHU Zhaohui, a professor from the National Institute of Education Sciences, points out that the nationwide enrolment management system could be technically supportive for monitoring enrolment rates and dropout rates and ensuring the right to education for migrant children. However, the system itself is only a tool, and its effectiveness depends on constant data updating by persons put in charge. Otherwise, according to CHU, “information registered in the system could be false or outdated.”
