In February of 2013, the National Ministry of Education announced that tuition would be charged for all postgraduates recruited from the Fall semester of 2014. Some people working in the educational circle think this new policy would be unfavorable to students from poor family backgrounds. Authorities from National Ministry of Education claim that the new policy, by offering overall financial supports to postgraduates more than their tuition fees, guarantees that no postgraduates will drop out for financial hardships. Moreover, the authorities state that charging tuition fee to postgraduates is an internationally-accepted practice. The earlier tuition policy in China hindered an increase in financial subsidies for postgraduates and affected their devotion to study.
